Ontario Launches New Workforce Priority Stream: What International Graduates and Workers Need to Know

Ontario has introduced significant changes to its provincial immigration program. Effective June 26, 2026, the Ontario Immigrant Nominee Program (OINP) closed all eight of its previous streams and launched the new Ontario Workforce Priority (OWP) Stream as the first phase of a broader redesign.

 

This update aims to provide clear, factual information to help you understand the new pathway, especially if you are an international graduate, temporary worker, or someone whose Post-Graduation Work Permit (PGWP) application has been refused.


What is the Ontario Workforce Priority Stream?

The OWP Stream is an employer-focused immigration pathway designed to help Ontario businesses retain skilled and essential workers. It replaces the previous fragmented streams with a more consolidated approach tied directly to labour market needs in the province.

 

The stream includes three distinct pathways:

  1. TEER 0–3 Skilled Workers Pathway - For management, professional, technical, and skilled occupations. Requires a full-time, permanent job offer from an Ontario employer, minimum Canadian Language Benchmark (CLB) 6 language proficiency (CLB 5 for certain roles), and a post-secondary credential.

  2. TEER 4–5 Essential Workers Pathway- For intermediate and essential roles such as healthcare support, transportation, food services, agriculture, and manufacturing. Requires a full-time, permanent job offer, CLB 4 language proficiency, and a Canadian secondary school diploma or equivalent.

  3. Self-Employed Physicians Pathway- For qualified physicians in good standing with the College of Physicians and Surgeons of Ontario (CPSO) who are eligible to bill OHIP. This pathway does not require a job offer.

Key Requirements (Summary)

  • Job Offer: Full-time (minimum 30 hours per week) and permanent (indeterminate) from an eligible Ontario employer is required for the TEER 0-3 and TEER 4-5 pathways. The offer must meet wage thresholds and other employer criteria.

  • Work Experience: Varies by pathway. TEER 0-3 offers more flexibility; TEER 4-5 generally requires recent experience with the same employer.

  • Language: Mandatory test results from approved exams (e.g., IELTS General Training, CELPIP).

  • Education: Post-secondary for skilled roles; secondary school level for essential roles.

  • Other: Intention to reside in Ontario, valid status (if applicable), and meeting employer eligibility rules (including revenue thresholds, with some relief for rural areas).

The program operates through an Expression of Interest (EOI) system. The previous EOI portal closed on June 25, 2026, and is anticipated to reopen later in the summer of 2026. Selected candidates will receive an Invitation to Apply (ITA) and must submit a full application within strict deadlines.

 

Note: Pending EOIs that did not receive invitations are being withdrawn. Completed applications submitted before the closure date are generally processed under the prior rules.


Important Considerations

  • This is a competitive, invitation-based system. A job offer and strong profile are essential but do not guarantee selection or nomination.

  • The stream emphasizes current employment and employer needs rather than graduate-only pathways (the former Master’s and PhD streams are closed).

  • Phase 2 of the OINP redesign (possible additional streams) has not yet launched.

  • Immigration rules and processing can change. Always refer to official sources for the most current details.
